Two hundred square feet is the most common trigger; some townships use 100. Harrisburg requires a building permit at 200 sq ft and up, Erie at 100, Philadelphia treats 120 sq ft as the line, and Pittsburgh wants a zoning certificate at any size. A zoning permit is close to universal even for small sheds, and electric, plumbing, or heat are separate trade permits no matter how big the building is.
