Under Pennsylvania’s Uniform Construction Code a detached accessory building under 1,000 sq ft is generally exempt from a state building permit, but most townships have lowered that on their own — commonly to 200 sq ft, and in some places to 100 sq ft. At 96 sq ft, the 8×12 sits just under even the strictest of those common thresholds. You will still almost always need a ZONING permit (setbacks, lot coverage, height) regardless of size.
Pennsylvania’s statewide code generally exempts detached accessory structures under 1,000 sq ft from a state building permit — but almost every municipality sets its own, lower threshold. Two hundred square feet is the most common trigger; some townships use 100. Harrisburg requires a building permit at 200 sq ft and up, Erie at 100, Philadelphia treats 120 sq ft as the line, and Pittsburgh wants a zoning certificate at any size. A zoning permit is close to universal even for small sheds, and electric, plumbing, or heat are separate trade permits no matter how big the building is.
